Purpose
Blinn College desires to provide a safe, healthy, satisfying environment for its students, faculty, staff, and guests. The American Heart Association, the American Lung Association, and the American Cancer Society each have documented proven health risks for persons using tobacco, and for those coming into contact with tobacco smoke. Blinn College believes it is important that all members of the College District community enjoy a safe smoke- and tobacco-free environment.
Tobacco Use
The College District prohibits the use, distribution, and/or sale of tobacco, smoke, and nicotine vapor products and devices, including but not limited to: cigarettes, cigars, pipes, water pipes, hookahs, electronic cigarettes, smokeless tobacco, snuff, chewing tobacco, or any other related products and devices, by any person on all premises owned, rented, leased, or supervised by the College District, including all College District facilities, buildings, and grounds. This prohibition applies to all College District vehicles and to personal vehicles while on College District premises.
Exceptions
The only exception to this total prohibition shall be in those circumstances where the College District is party to a contract or other agreement relating to the property that limits its authority in this regard.
Enforcement
All students, faculty, staff, and guests shall comply with the College District’s tobacco use policy.
Authorized Blinn College Police personnel, as part of routine campus patrol or upon notification of a violation in progress, will address the person(s) in violation of procedure.
The enforcement methods for non-compliance of this tobacco use procedure are as follows:
- The violator may be issued a fine of $25.00.
- The violator may be escorted off campus/property.
- The violator may be charged with criminal trespass.
