Legacy Community Christian School
This Agreement for the Blinn College District Dual Credit Program (Agreement) is by and between Blinn College District, a public community college established under Chapter 130 of the Texas Education Code and a political subdivision of the State of Texas (“College”), and Legacy Community Christian School (“District”), with an effective date of June 1, 2024 (“Effective Date”).
Individually, the College and the District are referred to herein as “Party” and collectively as “Parties.”
Recitals
WHEREAS, Texas Education Code (TEC) §§ 28.009, 29.182, 29.184, and 130.008; and 19 Texas Administrative Code (TAC) Chapter 4, Subchapter D and Chapter 9, Subchapter H authorize an institution of higher education to contract with a public school district for the provision of instruction resulting in dual credit received by a student for such course; and
WHEREAS, the College and the District desire to establish a dual credit program (Dual Credit Program) to be operated as part of the District’s high school (School).
NOW THEREFORE, for the mutual promises and covenants contained herein and other good and valuable consideration, the Parties agree as follows:
Section 1. General Criteria
A. Blinn College District (College)
- The College will designate a leadership team to be in charge of the management and supervision of the Dual Credit Program.
- The College service area includes the following thirteen counties: Austin, Brazos, Burleson, Fayette, Grimes, Lee, Madison, Waller and Washington Counties and parts of Milam, Montgomery, Robertson and Walker Counties.
- The College will ensure that dual credit courses follow the same quality, sequencing, content, and rigor, as those courses taught to the institution’s other students. (SACSCOC standard)
- In accordance with Applicable Law, the College will offer dual credit courses listed in the current editions of THECB’s ACGM and WECM. Developmental courses are not available to dual credit students. Kinesiology courses that count toward high school PE graduation requirements will not be offered to dual credit students.
- Dual credit courses may be offered during any semester in a location and classroom mutually agreed upon by the School and College.
- The District is responsible for ensuring that dual credit courses meet TEKS requirements. A course equivalency crosswalk will be used to equate high school courses with college courses and align endorsements with pathways and credentials. See Appendix D (Dual Credit Course Crosswalk).
- All College prerequisites must be met and all College course sequencing shall be followed.
- A participating student’s satisfactory academic performance shall be determined in accordance with College Board Policy EGA(LOCAL) (Appendix A).
- The College reserves the right to set a minimum number of students for enrollment in each course and may cancel a course if minimum enrollment is not met.
- The College strongly encourages dual credit students taking classes online to have an in-school time scheduled to work with a high school proctor.
B. The School
- Provide a learning atmosphere and classroom facilities comparable to those offered on the College campus, regardless of modality.
- Provide instructional technology and other auxiliary equipment typically used in support of classroom instruction.
- Provide facilities, personnel, and equipment to meet requirements for online/internet and Interactive Video Conference (IVC) delivery.
- Assign professional-level personnel to identify, advise, and verify prospective students’ eligibility according to Applicable Law.
- Assign trained personnel to assist with College registration functions and documentation collection.
- Initiate disability accommodations process via IEP documentation; student provides documentation to College ODS; ODS verification is required before accommodations can be provided.
- If grading scales differ, provide participating students with a comparative document showing the College and District grading scales (Appendix A).
- Communicate that high school credit requires the equivalent of 70 on a scale of 100; College personnel will not be expected to communicate with parents.
- Dual credit students are not affected by TEC §51.907 (six-drop rule); Q drops recorded as W and not counted as state drops.
C. Applicable Law
The Parties agree to operate the Dual Credit Program in compliance with applicable federal, state, and local laws and regulations including, without limitation, Title VI, Title VII, Title IX, Section 504, ADA, FERPA, IDEA, Texas Education Code, Texas Administrative Code, TEA/THECB requirements, and SACSCOC requirements (“Applicable Law”).

The College will investigate all Title IX complaints or concerns that arise in dual credit courses. The College and the District will work collaboratively and timely to share all information necessary in the event of an investigation. Ownership depends on location of incident.
Statement on Parenting Services
Students who, because of pregnancy or parenting status, may require special arrangements should contact the Parenting Services Office. Instructors may not provide accommodations until verification is provided by Parenting Services.
Section 2. Dual Credit Admission – Student’s Required Actions
Students may attend the College during the semester in which they demonstrate readiness for college-level courses or are otherwise eligible under Applicable Law.
- Obtain written or electronic permission from the high school principal or designee (see Dual Credit Approval Form in Appendix B).
- Earn a “B” or better average in all high school work attempted (or a “C” for WECM trades courses), or provide a letter from principal/designee for review.
- Complete a College application for admission through ApplyTexas.
- Meet TSI requirements as determined by THECB; provide official documentation. (See College dual credit eligibility requirements online.)
- Bacterial Meningitis Vaccine proof if taking in-person classes on a Blinn College campus (not required if exclusively at School facility or fully online).
Section 3. Classes and Schedules
- The College will coordinate and finalize proposed course schedules each semester with the School.
- School submits anticipated student counts by May 1 and proposed schedule by July 20 for the next school year.
- Dual credit students follow the official College calendar regardless of location or District calendar.
- Academic classes may be composed solely of dual credit students or dual credit + AP students.
- Minimum class size requirements apply for face-to-face instruction; transportation is not provided by the College.
Section 4. Faculty
- Dual credit instructors must meet College credentialing requirements and complete required orientation.
- College academic leadership oversees supervision, administration, and evaluation of instructional delivery.
- Faculty compensation is addressed in Section 8.
Section 5. Facilities
- Dual credit courses must be offered in adequate physical facilities per SACSCOC guidelines.
- Facilities are assessed prior to instruction and periodically reviewed for compliance.
Section 6. Financial Aid for Swift Transfer (FAST) Program
FAST provides funding for eligible dual credit students (educationally disadvantaged; eligible for free/reduced lunch within the prior four years) so they incur no cost for tuition, fees, books, supplies, and course materials for eligible dual credit courses.
The District/School agrees to identify and verify to the College students who meet FAST eligibility requirements by August 5.
For non-FAST eligible students, the student will be charged $56.87 per scheduled credit hour per course or the State-approved tuition rate for the current academic year.
Section 7. Tuition
Students enrolled in dual credit courses will pay tuition according to the selected option(s):
- Option 1: Non-FAST student pays State-approved tuition rate (College or District employee instructs; any modality/location).
- Option 2: Non-FAST student pays $20 per credit hour; District receives $500 reimbursement per course section (minimum 8 students).
- Option 3: For technical (WECM) dual credit taught by District instructor with no College compensation, tuition is waived (no cost).
Tuition and fees are subject to change during the term as established by the Board of Trustees or State of Texas.
Section 8. College Faculty Compensation
- Full-time College faculty: compensated per contract.
- Adjunct instructors: compensated based on the rate for the course.
Section 9. Syllabus, Curriculum, Supplies, and Textbooks
- Dual Credit instruction must use the same curriculum, materials, grading, and rigor as campus courses (THECB and SACSCOC).
- A College Common Syllabus must be posted in Concourse for each dual credit course.
- Textbooks must be identical or equivalent to campus sections; OER may be considered (HB 3650).
- FAST-eligible students incur no cost for required textbooks/resources; District provides those materials.
Section 10. Library and Learning Resources
Dual credit students and instructors may use School library resources and any College campus library resources, including online library resources.
Section 11. Academic Advising and Student Support Services
A. Advising
- The College provides advising/counseling support and ensures compliance with Texas advising requirements.
- The District/School collaborates with the College to meet advising mandates related to transfer and degree planning.

B. Support Services
Dual credit students may use computer labs, writing centers, and learning centers on any College campus.
Section 12. Student Code of Conduct
- Dual credit students must comply with College policies including the Student Code of Conduct (College Catalog).
- Students must comply with academic integrity regulations.
- Incivility protocol: student may be required to conference with instructor before returning to class.
Section 13. Funding and Payment
- Tuition and fees are due at registration; payment required by due date or student may be dropped.
- Financial Aid is not available to dual credit students (Title IV restriction for secondary-enrolled students).
- State funding may be available to both District/School and College per TEA/THECB funding rules.
- Third attempt fee: student pays tuition plus $50 per semester hour (technical and FAST-eligible students exempt).
- The College is not responsible for transportation.
Section 14. Records and Reporting
- College provides class rosters and grades to School at the close of each semester.
- Both Parties maintain records and comply with FERPA and Texas record retention laws.
- Dual credit and high school credit should be transcripted immediately upon completion.
Section 15. Conflict Resolution
Conflicts should be resolved at the lowest level possible, escalating through designated campus and College contacts, then District leadership and College leadership, and if needed, legal counsel.
Section 16. Term and Termination
Term begins on the Effective Date and expires on the last day of the second summer semester of 2027. Either Party may terminate with 60 days written notice prior to the end of the current semester; termination does not affect students already enrolled until course completion.
Section 17. General Contract Terms
- Entire Agreement: This Agreement (including recitals and appendices) constitutes the entire agreement.
- Amendments: Must be in writing and signed by both Parties.
- Governing Law / Venue: Washington County, Texas.
- Relationship: Independent contractors; no partnership/joint venture created.
- No Waiver / Assignment / Severability / No Third Party Rights: Standard provisions apply.
- Counterparts / Electronic Signatures: Allowed.
