Schulenburg High School
This Agreement for the Blinn College District Dual Credit Program (Agreement) is by and between Blinn College District, a public community college established under Chapter 130 of the Texas Education Code and a political subdivision of the State of Texas (“College”), and Schulenburg Independent School District (“District”), effective June 1, 2024.
Section 1. General Criteria
A. Blinn College District
- The College will designate a leadership team to manage and supervise the Dual Credit Program.
- The College service area includes Austin, Brazos, Burleson, Fayette, Grimes, Lee, Madison, Waller, Washington Counties and parts of Milam, Montgomery, Robertson and Walker Counties.
- Dual credit courses will follow the same quality, sequencing, content, and rigor as courses taught to other College students (SACSCOC standard).
- Courses will follow THECB ACGM and WECM guidelines. Developmental courses are not available to dual credit students.
- Courses may be offered during any semester at mutually agreed locations.
- The District ensures courses meet TEKS requirements and uses the Dual Credit Course Crosswalk.
- All College prerequisites and sequencing requirements apply.
- Satisfactory academic performance follows College Board Policy EGA(LOCAL).
- The College reserves the right to set minimum enrollment numbers.
- Online students are encouraged to schedule in-school proctor time.
B. The School
- Provide classroom facilities comparable to College campus facilities.
- Provide instructional technology and equipment.
- Support IVC and online infrastructure.
- Assign personnel to verify eligibility.
- Assist with admissions and registration.
- Initiate disability accommodations (IEP → College ODS process).
- Communicate grading scale comparisons if scales differ.
- Inform students that high school graduation requires equivalent of 70 or higher.
- Dual credit students are not subject to TEC §51.907 six-drop rule.
C. Applicable Law
The Parties agree to comply with all applicable federal and state laws including: Title VI, Title VII, Title IX, ADA, FERPA, IDEA, Texas Education Code, Texas Administrative Code, TEA and THECB regulations, and SACSCOC accreditation requirements.

Section 2. Dual Credit Admission – Student Required Actions
- Obtain written or electronic approval from high school principal/designee.
- Maintain required GPA (B average for academic, C for WECM trades).
- Complete ApplyTexas application.
- Meet TSI requirements and vaccination requirements (if applicable).
Section 3. Classes and Schedules
- Schedule finalized each semester in coordination.
- Students follow official College calendar.
- Enrollment caps determined by Applicable Law.
- Class composition requirements apply.
- Minimum class size required for face-to-face instruction.
Section 4. Faculty
- Dual credit instructors must meet College credentialing requirements.
- College academic leadership maintains oversight and evaluation authority.
- Compensation per contract or adjunct rate.
Section 6. Financial Aid for Swift Transfer (FAST)
FAST eligible students (qualified for free/reduced lunch within prior four years) incur no tuition, fees, books, or materials costs for eligible dual credit courses.
Non-FAST eligible students are charged $56.87 per scheduled credit hour or the State-approved tuition rate.
Section 7. Tuition
- Option 1: Non-FAST students pay State tuition rate.
- Option 2: $20 per credit hour; District receives $500 reimbursement per section.
- Option 3: Technical WECM course tuition waived if District instructor compensated only by District.
Section 9. Syllabus, Curriculum, Supplies, and Textbooks
- Curriculum must match College standards.
- Common syllabus required.
- Textbooks must be identical or equivalent to campus sections.
- FAST eligible students incur no book costs.
Section 14. Records and Reporting
- College provides semester grade rosters.
- FERPA compliance required.
- Credit transcripted immediately upon completion.
Section 16. Term and Termination
Initial Term runs from Effective Date through last day of second summer semester of 2027. Either party may terminate with 60 days written notice.
